Whitwell is a village in the rural county of Rutland. It can be found about four miles north east of the town of Oakham, on the northern shores of the large reservoir at Rutland Water. The village of Whitwell makes the somewhat dubious claim of being twinned with Paris. In actual fact, the Mayor of Paris did not actually ever agree to the twinning. The villagers wrote to the Mayor of Paris requesting the twinning and giving only a short deadline. As no response had been received by the deadline, the villagers unilaterally declared the village to be twinned with Paris.
